I
can show at least one tax cut or eliminated for each year I have
been in elected office. Some years, like last year, I did not
manage to cut any. Some years I cut more than one.
When serving
as Mayor, MCI came to the city with a proposal for locating a
major operations center there. In order to induce them to move,
they asked us to waive the use tax on building materials that
would be needed to complete improvements to their offices. We
did not merely waive the tax for them. Instead, we eliminated
the tax permanently for everyone. It was the equitable thing to
do. Taxes should be fair, and tax cuts should be equally fair.
Also in city
government, I led the effort to eliminate the sales and use
taxes on the purchase of cars, and lowered the property tax
every year. As County Commissioner, I led the effort to reduce
the Business Personal Property Tax, increasing the state
exemption from $2,500 to $10,000 over four years. Many cities
and districts in the county joined us in making these cuts.
This year in
the Senate, I will again propose making similar cuts statewide.
TABOR - the
Taxpayers Bill of Rights - has been an effective brake on the
growth of government in Colorado. I have always sought to
comply not only with the taxing and revenue limitations in
TABOR, but also with regard to provisions dealing with long term
debt. TABOR requires that multi-year debt obligations should
be put to a vote of the people. Many politicians have attempted
to circumvent this requirement with carefully worded schemes
that make debt subject to successive annual appropriations. I
have always found it better to simply comply with TABOR.
